Walter Kalin, Representative the UN Secretary General in IDP issues welcomes activities, implemented by the government of Georgia regarding IDPs and recommends the government not only to pay attention to infrastructures, but also elaborate complex policy on integration of IDPs, which includes civil, cultural, political and social rights of IDPs. According to UN information center, at the 10th session of the UN on human rights, which was held on March 10, Walter Kalin paid attention to IDPs, who were forced to leave their homes during the war in 2008. As a result of the armed conflict 133 000 people became IDPs in their own country. Later, some of them managed to return to their homes. Kalin expressed concern over the fate of 220 000 IDPs, who left their homes in 90’s. “These people remain marginal groups and their living conditions are unbearable. I called on the government of Georgia to assist these people in improvement of living conditions, even if they do not return to their homes,” stated Kalin. According to UN information center, in March number of IDPs worldwide amounted to 26 million. Many of them have left homes during the war conflict and natural disasters. According to Kalin, this category of people is the most unprotected. He noted that these people do not benefit from international-legal mechanisms. Walter Kalin reminded responsibilities to states and armed groups not to hamper distribution of socially important humanitarian aid. |
